CHRISTOPHE ROULEAU
Trade Commissioner, TCS Engagement Division - Global Affairs Canada
After a year working on CETA advocacy in the Mission of Canada to the European Union, Christophe joined the TCS Engagement Division in 2016, developing the Canada Tariff Finder for Global Affairs Canada. He has helped develop the CETA training and developed the CPTPP training, delivering them to Trade Commissioners and partners across the Asia-Pacific and Europe. He also has experience in the financial industry and working at the Quebec General Delegation in Mexico. Christophe holds a BA in International Studies from Université de Montreal and an MA in International Studies and Negotiations from Université Laval and University of Oslo.
RYAN DAVIDSON
Senior Trade Policy Officer - Global Affairs Canada
Ryan Davidson is a Senior Trade Policy Officer with Affairs Canada. He has over 10 years experience in trade policy and trade negotiation, specializing in services regulatory issues. He is currently leading Canada’s negotiations with the EU towards a mutual recognition agreement on the professional qualifications of architects, as well as an ongoing initiative at the WTO that seeks to address regulatory impediments to services trade. He has three small children and resides in Ottawa in a very busy house.
FLAVIE GUERIN
Trade Policy Officer with the Mission of Canada to the European Union
Flavie Guérin is a Trade Policy Officer with the Mission of Canada to the European Union. She monitors EU developments in the field of sectoral policies (Energy, Chemicals, Services) and informs Canadian exporters of EU regulatory developments in these areas. Flavie was previously a Commercial Specialist with the U.S. Department of Commerce, at the U.S. Mission to the EU in Brussels, where she advised companies on compliance with EU legislation on environment, chemicals and product safety (CE mark). Flavie worked at the European Commission, where she managed EU-Asia economic cooperation programmes. Flavie is a French national.
PAT CUNNINGHAM
President CITO Accumen Inc.
Pat’s colleagues think he must have been a spy. He is one of few gringos who grew up as a child in Peru. After transitioning from operational geology into international business development, Pat steadily worked north Africa and the Middle East; including a 10-year residence in Cairo where he learned Arabic. He joined Talisman during its first 6 months, running the company’s business development initiatives in the Middle East, Africa and Latin America. Pat has negotiated with each sanctioned government in the “Axis of Evil”; Cuba, Libya, Iran and North Korea. Pat specializes in upstream contract negotiation, with an emphasis on Latin America, the Middle East and North Africa. In addition to his time with Talisman, Pat has worked for Pluspetrol, Amoco Europe and Getty Texaco.
TONY CIONI
Founding Partner, CITO Energy Law
As a 21-year old student, Tony lived in St. Petersburg in chaotic post-Soviet Russia. Tony also lived in Kazakhstan for 3.5 years, after moving from Kuwait to sidestep the second Gulf War of 2003. He goes to Coachella every year in an attempt to not always act his age. This is slightly less scary than Tony’s 2005 tourist trip up the Khyber Pass to the Pakistan – Afghan border. Tony has built an impressive career in energy law, specializing in domestic and international exploration and production development. With more than two decades of international experience, Tony’s work has touched 40+ countries. His language skills in Russian, French and Italian, combined with his international petroleum sector experience make him a dynamic leader in energy law. He is called in Alberta and England, and is listed for Energy in Chambers and International Who’s Who. He is currently a board member and the Secretary of the Association of International Petroleum Negotiators (AIPN).
