MR. RODOLFO SABOIA

Director General at the ANP

Mr. Saboia took office on December 23, 2020 as director general of the ANP. He was approved in the plenary of the Federal Senate and will serve in a four-year term, following the vacancy left by Décio Oddone, who resigned in March of 2020.

Mr. Saboia holds a bachelor’s degree in Naval Science from the Naval School; a master’s degree in Command and Staff and a doctorate in Maritime Policy and Strategy from the Naval War School, and a Specialist in International Management from Coppead Graduate School of Business at the Federal University of Rio de Janeiro. He held several positions in the Brazilian Navy, the last being the Environment Superintendent of the Directorate of Ports and Coasts (DPC), until August 2020. With more than 40 years of naval service, he was transferred to the reserves in 2012 as a Rear Admiral.

MR. RAFAEL BALERONI 

Partner at Cescon, Barrieu, Flesch & Barreto Advogados

Rafael is a partner at the Brazilian firm Cescon Barrieu, and leads the firm’s Oil & Gas practice. He covers all links in the production chain and has been active for over 15 years in both regulatory and transactional work, such as financing, project development and corporate transactions.  He is recognized as one of Brazil’s leading oil & gas lawyers by several international directories (such as Chambers, International Financial Law Review and Legal 500).  He has advised on multiple “deal of the year” transactions and received the International Financial Law Review’s 2019 Latin American Best Rising Star in Energy, which recognizes lawyers under 40 years that have great influence in their areas of practice.

MR. COREY C. RUTTAN

President and Chief Executive Officer at Alvopetro Energy Ltd.

Corey is the President and Chief Exeutive Officer at Alvopeto located here in Calgary. Previously, Mr. Ruttan was the President and Chief Executive Officer of Petrominerales Ltd. from May 2010 until Petrominerales was acquired by Pacific Rubiales Energy Corp. in November 2013. Prior thereto, Mr. Ruttan held numerous executive positions with successful energy companies in roles such as Vice President Finance and Chief Financial Officer, Senior Vice President and Chief Financial Officer.  Mr. Ruttan began his career at KPMG after obtaining his Bachelor of Commerce degree majoring in Accounting from the University of Calgary in 1994 and also obtained his Chartered Accountant designation in 1997.

Ambassador of Brazil to Canada

Ambassador Borio has 20 years of combined tax and management experience in assisting foreign and Brazilian multinational companies with their domestic and cross border transactions in Brazil, Latin America, and Europe regarding the set-up of international tax structures for financing, IP, trading, holding, along with technical expertise in Planning for regional (Latam) and global structuring for tax treaties, profit repatriation strategies, corporate restructuring, and taxes and customs optimization.

DAVID VERBIWSKI:

Consul General of Canada in Rio de Janeiro

David Verbiwski holds a BSc degree in Physics from Bishop’s University, and worked in the private sector in Indonesia and in the natural resources sector in Canada before joining the Department of Foreign Affairs and International Trade in 2001. Since that time he has held numerous positions in Canada and abroad, including the Caribbean, Brazil, Indonesia, and East Africa.  During his time at Headquarters, he served in the Latin America and Caribbean Division (2001 to 2002), as deputy director in the Strategic Trade Planning and Performance Measurement Division (2009 to 2010) and as deputy director responsible for nuclear compliance and cooperation in the Non-Proliferation and Disarmament Division (2018 to 2020).  He has held various positions abroad, including trade commissioner in Jakarta (2002 to 2005), trade program manager in São Paulo (2005 to 2009), regional senior trade commissioner for eastern Africa in Nairobi (2010 to 2013) and commercial counsellor in Havana (2014 to 2018).
